How Did Golnoor Become Iran's Largest Private Investor in Lighting Projects?

The specialized session entitled «Investment Models, Case Studies, and Strengthening Implementation Tools» was held on Friday, 14 November 2025, as part of the 15th International Renewable Energy and Energy Efficiency Exhibition, with the participation of managers, specialists, and decision-makers from the energy sector at the Tehran International Permanent Fairground.
The session was organized to review innovative investment models, revisit practical experiences, and analyze implementation challenges in energy consumption optimization projects.

During the event, experts from various sectors of the energy industry presented their views, analyzed key trends, and shared their experiences in demand-side management, energy markets, and the modernization of lighting infrastructure.

 

Golnoor's Impactful Presence: The Largest Private Investor in the Lighting Industry for Energy Optimization Projects

 

Golnoor, as the largest private manufacturer of lighting equipment in the country and the region, had a prominent and influential presence at this session.
At the event,  Milad Malekian (Head of Golnoor's Energy Optimization Market Development Office), representing the company, delivered a comprehensive presentation on Golnoor's strategic role in the transformation of the lighting industry and national energy consumption optimization projects.

Reviewing four decades of Golnoor's activity in the lighting industry, he emphasized that the company today is not merely an equipment manufacturer; rather, it is a key player in national energy management that, by entering the «full project execution chain,» plays a role that extends far beyond that of a traditional manufacturer.

Noting that Golnoor is the largest and only private-sector investor in lighting optimization projects based on the energy savings certificate repayment model, he explained:

«As the first manufacturer to bring innovative investment models into the implementation phase, Golnoor has secured a significant share in national projects to modernize and upgrade urban and roadway lighting systems. This model enables executive bodies, municipalities, and distribution companies to implement projects without requiring upfront budget allocation and to repay investments from sustained energy savings—a approach that has today become a successful model in demand-side management.»

 

Golnoor's Integrated Approach Across the Lighting Optimization Value Chain

 

 Malekian went on to outline Golnoor's role across the value chain of optimization projects, including:

  • Design and manufacture of high optical-efficiency equipment

  • Development of economic models for savings-based investments

  • Large-scale project implementation across the distribution network

  • Monitoring of equipment performance

  • Provision of technical and economic reports to ensure sustained efficiency

 

He emphasized that this integrated approach, grounded in technical expertise and practical experience, has established a distinctive position for Golnoor in the country's lighting industry.

He added: «Implementing urban lighting optimization projects, in addition to reducing energy consumption, improves grid stability, enhances road safety, reduces light pollution, and lowers equipment maintenance costs. Successful implementation experiences in several provinces across the country provide clear evidence of the effectiveness of these models.»

In closing, the Head of Golnoor's Energy Optimization Market Development Office, referring to domestic manufacturing capabilities, an extensive project execution network, and practical experience with advanced investment models, stated:
